...In regards to the playspace and as confirmed through previous conversations the location of the new playspace will not interfere with the beach path access from the parkThe City is able to truncate the dune fencing at the entrance to the two dune access paths to improve visibility.With the removal of the existing playspace the area will be grassed and be able to be used for recreation purposes. (rigging etc)The proposed caf? development at Pinnaroo Point will have internal toilet facilities however it is envisaged that they will only be available for its patrons. The existing public toilets and changeroom will be retained at its existing location.The City is currently in the detailed design phase of the Pinnaroo Point Parking Improvements project which will include reconfiguring the existing carpark layout to 90 degree bays to maximise the number of bays available and upgrading the existing disabled bays at the south-western corner of the carpark to the current standards. This will include your suggestion of removing the unnecessary connector road and returning it to parkland.The City will review the existing gate access to the beach. It does not support a heavy chain gate but will look at redesigning the gate to make it lower to facilitate carry objects over it. The single file access will remain.The fencing works will be completed in September with car park works to take place prior to the end of the financial year. Regards

Opening hours between 7.00am to midnight, seven days a week
Open deck and balcony areas to the southern and western aspects of the building
Additional carparking provided in conjunction with a redevelopment of the existing carpark.
You may wish to provide a submission on the proposal, as a written comment, by Wednesday 22 September 2021.

As the development is located on land that is reserved under the Metropolitan Region Scheme, the application is required to be determined by the Western Australian Planning Commission, with the City providing a recommendation on the application.

Hi all,

We got a chance to sit down and meet the future owners/operators and the promoter of the Hillarys Beach Club project.

They are well aware of the parking issues. As I understand it, the current parking will be re-designed to add more bays on top of the additional bays next to the building. I don't have the exact number but I believe that should bring around 150 or more car park spaces in total. As pointed out by others, when the wind is up, you'll typically only find kitesufers/windsurfers/wind wingers at Pinnaroo. They also pointed out that there is lots of parking in the nearby dog beach further south.

I suppose the cafe/restaurant will busier in the warm summer mornings with families heading to the beach and perhaps in the evenings with customers dining in or going for a beer.

They are also welcoming all crowds including kitesufers/windsurfers/wind wingers. The great thing is that we'll be able to grab a cafe and food on the go without having to dine in. We'll also be able to enjoy post session beers which I believe will help to bring our community closer together. We'll also be able to organize social events, movie nights, etc.

I was told that if it all goes accord to plan, building should start in Autumn 2022 and be completed by the start of Summer 2022.

The proposal lists additional 22 parking spaces. If you look at the picture, you can count them - these 22 are next to the new facility. The rest is redesigned from the current layout. Around 127-128 on the current parking plus these 22.
So 150 in total.
According to their calculations,the increase is at around 100+ patrons on the parking. They forgot to add the staff parking ("up to 40 staff"). Let's say 12-15 at any time.
That's 3/4 of the parking full.

To be realistic, we may not be able to stop the development, but should insist on more parking.

The comment about the horse/dog beach is not realistic. Maybe they should ask their staff to park there?

I think it is fair to discount the reconfiguration gains - vehicles currently park in spots that would be illegal (read: costly) when routine parking patrols commence by necessity.
Current busy time verge-parking, kerb-side and double parking would add up to 50-100 spaces. So the re-configuration gain + extra parking (lets be generous) is 70 - 80 spots. That should cover the staff and Playspace patrons adequately. The patrons and water sport enthusiast will have to fight it out for the rest.

So if this gets out of hand what other options are there? Anyone launced from Hillarys Boat Harbour (north side) or Whitfords node park?

I like how they move in on an institution that has been there for generations and tell us to park elsewhere.

People have been sailing, kiting, windsurfing, fishing etc. for years without hassle.

Now we have to fight for parking.

I wonder if the council will start moving on the people/euros who sleep in there vans over the Summer.

We'll have to wait and see once it's complete. I can see some agro coming.

Good way to fix it will be to put some more parking where the loop/rigging area is for access for kiters and the school to free up space.

Time will tell.

Piece by piece, what makes Perth unique in the world - its largely undeveloped, beautiful ocean frontage - is being sacrificed to the usual suspects carrying bags of cash and bribes. We DON'T need another freakin cafe/restaurant along the coast. There's plenty.
Another wild place destroyed so Ma and Pa suburbia can get a latte in comfort. **** off.

More licenced coastal places = more nice places to convince wife/mates/parents to pick you up from a downwinder. Or just sink pints at the end and talk about how sick your boosts and cutties were, and how tommo got belted onto the reef at Swanbourne and lost a tooth

I'd prefer beers on the grass and maccas on the way home rather than $20/pint and having to put a shirt and thongs on for a 40 minute wait for an overpriced burger and then a hike to the car parked miles away.

never go to Brighton now because the parking is crap and the food is overpriced, great metro kiting wave wasted

Thanks WAC,
looks like it's the same punters who own Iluka and Mullaz hotel.
Personally I think it stinks that the lazy arse joondalup council didn't keep the proposed site as a well maintained grass area with a bit of shade thrown in around summer time.Heaps of families use the grassed area's there during the season.
But it's the old story of money talks ,and these brain dead vacuum's called councils will take a dollar of anybody they can, to justify their existence and try and stay relevant.I mean geez,there's only 50 plus eateries just south at Hillary's,but anyway.
As long as we can get a parking spot, Kite ,Wing , and Pole I don't give a rats.
The problem will be when these Two Capo's start wanting to change more rules which effect the wind community.
ie -extend the dog beach further north to the gate entrance at pinnaroo point.
(Apparently there was a bloke down at the gated entrance espousing just that !!)on Australia day. My source seems to think it was one of the owners of the proposed cafe.(had signage of whatever emblazoned on his car.(parked right at the gate by the way-Rangers?where are you?
Can't see the two kite schools taking that laying down.
The problem with these things is you don't see the real impact until it's to late.
If it's done right ,it may add something to the area,but if they cock it up and it just becomes another shiny Mullaz beach hotel in the bush where Barry bogan and his missus can sit and watch a sunset, and we lose our parking and sporting venue?,then that will start a ****fight.
Can't wait for the rangers to start telling all the Big Maori Families that BBq and picnic down there in the summer that they can't have a beer with their lunch because of the licensed venue that's there now.Hahahaha

Once again ,council haste to make a buck!(or possibly one councilor ,now with a fatter wallet) without really considering the hugely diverse range of people that utilize that area for all manner of different reasons.

Not everybody wants to gorge themselves on high priced, Slob food and beer, in a building.......,Wes & Ryan.!

Thanks to the MANY individual representations to local government, state government elected members, state government authorities...finally the City of Joondalup have agreed to involve WWA in the development of Pinnaroo Point.
WWA received an invitation from the mayor to contact The City for the purpose of consultation.
BTW there were motions passed at the AGM for CoJ to STOP editing questions in writing; Actually answer the questions; and Provide more workable processes for petitions.

E-Petition - Commercial development Pinnaroo Point - Central Node Hillarys Lot 501

The Whitford Nodes is located approximately 21kms north of Perth between Hillarys Boat Harbour and Mullaloo Beach. This sandy cuspate is unique due to its geoheritage, shape, size, and metropolitan location, forming an important north-south-east ecological linkage.

The 97ha coastal bush forever was established following an 1976 EPA Report identifying the fragility of the area from both sea and wind erosion, and was to "set an example for future beach management", intended for passive recreational use, and a high level of conservation and revegetation.

In 2013 the City of Joondalup initiated an initiative for of a small scale cafe/kiosk, that has morphed into a multi-story, 1200m2 cafe/restaurant/tavern/function room after a process that was kept confidential at every stage, with very little community consultation, or oversight.

The development has already cost ratepayers $510,712 (consultants and staff) with an additional $613,000 for provision of services, and $653,000 capital works, earning a projected $2M for ratepayers, a small fraction of what a private developer is projected to earn from the project ($440,000pa).

An online petition to the Legislative Council has been prepared to have the lease of the site reconsidered, an enquiry into the process of the City, and to have the Whitfords Nodes reaffirmed as a significant Coastal Regional and passive Recreational Parkland
