I am driving from Bundaberg to Brisbane on Monday and had planned on stopping at a spot along the way to take advantage of the northerlie coming through. I have never kited either spot, I have heard of Cotton Tree and believe it to be a popular spot, on a map Noosa looks nicer IMO.
Pros and cons to each spot? Whats best?

Go Noosa with an outgoing tide, around 11am would be sweet.
Underoath is on the money especially if the seabreeze doesn't pull the wind round to have more east in it. Noosa takes a bit of W in the Northerly - the Dog Beach (recently added to the SEQLD site guide) may give you some butter... Have not succeeded in getting a link to the council restrictions at the river mouth up - reliably - your link may work.. basically do not kite on the Noosa main beach - i.e. the south side of the river. Can launch / land right at Northern end by rock wall at hi tide when the sand bar is not exposed in the river on the other side of the rock wall... - The Coastal Watch surf cam covers the rivermouth - Noosa Bar... Of the two sites the Cotton tree mouth gets little or no boat traffic - Noosa does.

Aqua plow is half correct, you can also launch from the beach out the front, but you cannot go past the rock wall separating the two halves of the main beach. Generally if there is any northerly in the wind, go Noosa, if southerly, go cotton tree.
Oh and also at Noosa bar you have to give way to all boat traffic.
