There is a reason surfers go north in winter. Less wind. Yes go large.
You'd have more chance at Exmouth or shark bay
being a peninsula you'll have a chance in the easterlies,
also if Perth's gonna get hit with a big nwester it's generally wicked kiting further north as it builds

Coral Bay and that whole stretch of coastline is extremely unreliable for wind in July. The morning often has moderate winds from the East, Occassionally you may get some light winds. A 17m kite is ideal. Not really a great kiting destination tbh.
Go further to Exmouth, at least you can ride the Easterlies on the Gulf side.
